Over the Falls Tours, Inc. · Niagara Falls, NY and ON
Over the Falls Tours starts you on the US side with the Maid of the Mist and the Cave of the Winds, then crosses the Rainbow Bridge for Table Rock and the view from the Skylon Tower. Pick it for the full picture: up close in New York, the big panorama in Canada, and every ticket and toll arranged.

With more than 10,000 reviews, this is the most-reviewed tour on our site, and the company names itself: Over the Falls Tours, Inc. Pickup is from hotels in either Niagara Falls (not Toronto or Buffalo), or from the Aquarium of Niagara in New York and 5810 Stanley Ave in Ontario. On the US side you ride the Maid of the Mist and walk the Cave of the Winds to the Hurricane Deck and the World Changed Here Pavilion. Then the van crosses the Rainbow Bridge. Canada brings lunch on your own, Table Rock at the brink of the Horseshoe Falls, the Floral Clock and Queen Victoria Park from the window, and the Skylon Tower, whose deck sits 775 feet above the gorge. Bridge tolls and road fees are covered.
Bring a passport, or a passport card, Enhanced Driver's License or NEXUS card if you're a US citizen. The listing is strict about this: you must contact Over the Falls Tours at least 24 hours before the tour to confirm your border documents, and it says bookings can be cancelled without refund if you don't. Non-US citizens may need an ESTA and an I-94 to come back into the US. US Customs and Border Protection lists what US citizens can use at a land border.
This is the best-planned listing for winter. When Maid of the Mist isn't running (it closes November 8, 2026), Journey Behind the Falls on the Canadian side replaces it: an elevator 125 feet down through the rock to tunnels and decks beside the Horseshoe Falls, open all year. When the Hurricane Deck is down, the Cave Gorge Trip replaces the Cave of the Winds. You still get wet-ish and close, just from a different angle.
From your Niagara Falls hotel on either side, or the Aquarium of Niagara (NY) or 5810 Stanley Ave (ON).
Twenty minutes on the boat into the Horseshoe basin. From November 9, Journey Behind the Falls takes this slot.
Hurricane Deck and the World Changed Here Pavilion, mid-May to early November; the Cave Gorge Trip outside that.
Border check, then lunch on your own; guests mention a food court near the Whirlpool.
The brink of the Horseshoe Falls from the Canadian side, with passing views of the Floral Clock and Queen Victoria Park.
Glass elevator to the deck for both falls at once, then back to your hotel. Guests report 5 to 7 hours in all.
★★★★★Our multi-generational family of five had an amazing day with Randy. He is patient, knowledgeable, fun, engaging and made our day a day we will all remember. My dad is 76 and Niagara Falls has been on his bucket list since he was a kid and I could not have asked for a better way to experience Niagara than on this tour.
★★★★★On the US side the tour (Maid of the Mist, Cave of the Winds, etc) gives you the feel of the awesome power and beauty of the Falls. [...] The Canadian side (Skylon Tower, etc.) gives you more of an overall view and you get more of a feel for their majesty and beauty. You can see all of them at once from there - awesome.
★★★★★Do everything even if you get wet. You can bring a change of clothes and shoes and leave them in the van as it is locked everywhere we go.
★★★★★First you get up close to the waterfalls on the American side, then you head over to Canada for lunch and stunning views of the waterfalls from the Canadian side. [...] I felt that this tour was a good value for all that was included.
